      nvm answered my own question

After "Trap Stun" has resolved, if a Trap Card is activated and "Emergency Provisions" is chained and sends that Trap Card to the Graveyard, then the Trap Card will still be negated. This is because the effect of the Trap Card is still on the field, even though the Trap Card itself is not.

Seriously, I don't see logic in konami ruling sometimes.

Yea kinda contradicts all them skill drain rulings but i guess konami ruled that spell/traps differ from monsters for this particular ruling.

TRAP STUN: Negate the effects of all other Trap Cards on the field during this turn.

Trap Stun does not negate lingering trap effects ie Deck Devastation Virus if the Trap Stun was activated after DDV has successfully resolved right since trap stun says "on the field"?
