My guess is going to be:
Dark Scorpion - Chick the Yellow?
Dunno.. maybe I can put my answer into contex of the riddle?

Well Chick the Yellow is a Guy, but has Chick as his name, Chick being slang for a Girl..
the Take my eye could refer to his effect where he looks at the top card of the opponents deck and then can place it either ontop or bottom of the deck?
Hold your rod, the Giant Mallet on his back?
Long forgotten, Well of all the Dark Scorpions he's probably the least used
Abd as for the All to sad.. The mark on his cheek looks like a tear drop?

Its a continous trap which activates each time your opponent activates a card effect which involves them sending a card(s) from their deck to the graveyard
As a result they would mill 6 as you said..

Indeed there ARE a few cards coming out in the same set which will help to summon it..
For example:
Screen of Red
Effect: Your opponent's monsters cannot attack. Pay 1000 Life Points during each of your End Phases. If you cannot, destroy this card. If you control a face-up "Red Dragon Archfiend", you can destroy this card and Special Summon 1 Level 1 Tuner Monster from your Graveyard.
And!
Tuning
Effect: Add 1 "Synchron" Tuner monster from your Deck to your hand. Then, send the top card of your Deck to the Graveyard.
One final card:
Create Resonator
Effect: If you control a face-up Level 8 or higher Synchro Monster, you can Special Summon this card from your Hand.

The next set we have coming our way is Duelist Revolution followed shortly after by Starstrike Blast
And one of the cards in Starstrike Blast is of course
Scar-Red Nova Dragon
Effect: 2 Tuners + "Red Dragon Archfiend"
This card gains 500 ATK for each Tuner monster in your Graveyard. This card cannot be destroyed by your opponent's card effects. When an opponent's monster declares an attack, you can remove from play this card to negate the attack. If you negate an attack this way, Special Summon this removed from play card during the End Phase.
What does this mean?
Well for starters If you manage to get his bad boy out he'll be sitting pretty on 5000 atk points..
At the very least.. Not only that but he can't be destroyed by ANYTHING making him near invinciable..
Not only that but if for some reason your opponent planned to suicide into this beast with something like D.D Warrior Lady or D.D. Assailiant then you can negate the attack and remove this guy from play only to come back next turn to cause some havoc.
Anyway.. lets move on shall we?
Advantages:
If you get him out.. you'll dominate the field
Your opponent will have to be pretty resouceful to get rid of him
If you continue to syncro Summon or Dump tuners into the Graveyard you can keep boosting this guy up.
Disadvantages"
Effects which remove from play get around his ability of not being destroyed
Honest.. Nuff Said
Syncro Hate.. Nothing would be worse than to syncro into this monster and lose him to a well placed Tuner's Scheme etc
Requires 2 Tuners + Red Dragon Archfiend to Syncro.. not only that the two Tuners combined MUST equal level 4..
In summary it could potentially be a nice card with many different possible combos that could be done with it..
Maybe even possibly an OTK?
I dunno.. I'll let you guys decide.

I was wondering when a topic like this may occur...
From what I know, generally its not considered stacking to Split up Gadgets, Gravekeeper Spy's etc..
Most of the time I just ask my opponent: "Is it all good if I split the Spy's up before I shuffle?" Most people wont have a problem with it because they can understand how much it would suck to draw all 3 in the opening hand..
Same goes for Pot of Avarice I guess..
