I asked all judges whether or not D Prison targets and they all say it doesn't. Before we jump to conclusions we'll assume they're right.
What angers me most is that I got such an evil stare when my opponent lost as a result of the oppression ruling. He asked if oppression could be used when Dandylion was attacked and destroyed, to which I replied no. A judge was called up (I won't name him) and he (after talking to the head judge) said Royal Oppression COULD be activated. I then reminded that judge that it was the damage step, to which he changed his mind and ruled that it couldn't. We continued the game based on that ruling (which I know for a fact is true). At the end of it my opponent lost as a result.
Bottomline: I think players need to have a say when it comes to controversial rulings.
D prison targets bro, cause Thoughtruler can negate it. How I remember it.

Was a good weekend. Had fun dancing about, having a judge.
Props: Kev - Congrats on taking it out. Brooke - Harsh, but well done. Mr Cheese piloting my Thundercat deck to a 6-2 finish. Wingwang McGregs winning a match. Finding out Vega can fit in a fridge. James and the judge posse - always a well run tourny. Mercer Cheese is good cheese. Hmmm Jinzo negates traps.
Slops: Gave 2 bad rulings. My apologies. Should of slept more. 3 days, 1 hour. NOT GOOD.
